Bioware as Genetech

One area we had an issue with with the effects of some qualities on genetech. Under Genetic Heritage and Genecrafted, it affects genetech only. However Page 93 of the Augmentation book, there is a rule that states that most functional changes available through biotech are available as genetech as well, using the same essence cost and nuyen. Because Herolabs doesn't make those items functionally available as genetech though, they are unable to be selected for Genecrafted or gain the cost break of Genetic Heritage.

Is there any way to implement this feature?
