Having recently been strongarmed by my group to start a campaign using beautiful Mekton Zeta (Fuzion variant), I decided to roll up my sleeves and start building a decent basis for creating the three-hundred-odd NPCs they are bound to run into at some point during the story. However, my first look at the authoring kit has been sobering. Not that it's overly complicated - I can wrap my head around XML well enough - but I simply cannot find any indication as to what to best start with in the documentation and elsewhere.

How should I go about setting up a new game system from scratch? I don't even really care of I build the most basic of basic tools to begin with, but I'd greatly appreciate any pointers as to where to best start on my journey to a functional module.
