Belt of Physical Might - stat display

Hi, all, this is probably something that's working as intended, but I'm not sure why. I've got a Belt of Physical Might +2 (Dex/Con) equipped on a character. The Belt is the only thing that modifies those attributes on this character. In the printed out stat block, it appears as:
Dex 14/16 +2/+3
Con 12/14 +1/+2
The listing is correct -- the first number is the stat without the item, and the second number is with it. My question is twofold: 1) why are they displayed separately (when the belt is equipped); and 2) which one is used in deriving skills, hp, saves, attacks, etc.?

As an additional question, the same character has a Ring of Eloquence (Elven / Gnome / Goblin / Undercommon). The skills appear to account for the bonuses of the ring, but the languages are not listed as languages known in the print out. Is this also working as intended?

Not sure about the ring, but the belt does bump your saves and skills. The reason it lists them is because there are times where you have to take off the belt or you loose its functionality (AKA anti-magic field) and its useful to have the raw stats handy.
