Bard tool proficiency - supposed to have three instruments

When you select first level bard it allows you to select one tool proficiency. You can only select one musical instrument for that tool proficiency. At first level, however, the bard should be proficient in three instruments.

Is this a bug in the HL SRD or am I missing something.
