Authoring Kit and New License

My friend was looking into buying Hero lab starter system and it says it comes with game license. He was looking at the 4th edition license but theres that package that includes the 4th edition and authoring kit and he wants both. Does it come with both?
 
Yes, the authoring kit package comes with two example game systems that were built using the authoring kit: 4th edition and Savage Worlds.
