Assign Scope Tags

You need to first specify at least one tag to be assigned. This is done in the control immediately below the checkbox. Once you've added a tag to the list, you can toggle the checkbox on and off.
 
I should have been more specific. When working with a topic, I am trying to assign tags by clicking the tools at the topic header. The assign scope tag entry is always grey.
 
nevermind, I havent been paying attention to the sections on the right hand side... sheesh!!! there's so much stuff!!
