That thread is out of date.

Make sure you're creating this as an NPC, not a PC, and click the "Customize?" button next to where you select the race on the Background tab.
 
Man I missed that customize button too... well at least I saw it but never used it before.. but man WILL I NOW!! :)

That is freaking awesome!!!
been using HL now for years and it continues to amaze me! :)
