Armor not adding to Toughness for special equipment

All-

I first must say I love Hero Lab, folks at Lone Wolf keep up the good work.

Ok, so I am running Judge Dredd helps Barney the Dinosaur at Gencon, and I am trying to do stats for Dredd's armor. Obviously I have to do a custom set of equipment for it. When I make a new set of armor using the tutorial, I can see it in the gear, purchase it, but it doesn't add to the toughness of the character. Is that normal?

Also how do you force a character sheet to print with power points? I made Judge Anderson, and she has power points, but they don't show on the character sheet also.
