Are rulesets inherited on an import update?

Just wondering something after all the updates that I have made and a slew of users slowly posting with strange things.

When I make an export copy of the local files (in this case, AB40K5) do the rulesets that I have had selected (or de-selected) in my local files get turned into a default setting when someone imports that copy?

Specifically asking in regards to a post in the 40K forum here regarding the special characters ruleset. Nominally it is selected as default and normally should not change for anyone unless they do it, and I have to assume that the users don't change this as it seems to be a revelation when they are pointed that ruleset out.
 
The rulesets that you personally have selected have no bearing on what anyone else sees. The only thing that matters is whether the "Default?" flag is checked in ABCreator - if that's checked, the ruleset will appear checked for users the first time they see it. If not, it'll be unchecked.
