Arcane Implements

Artificer arcane implements are not working properly.
Also it seems that the Moonbow Dedicate doesn't add the shortbow proficiency or the shortbow as an implement.
Digging through how to replace the feat to update the prof/implement lists appropriately. If I get a solution prior to an update covering this I will share.
