Amateur gunslinger feat illegal for society play?

Why is the Amateur Gunslinger feat listed as illegal for Pathfinder Society play? The additional resources page does not list it as illegal. In fact the additional resources page states:

"No PC can purchase a gun without this feat, even if they possess the Amateur Gunslinger or Exotic Weapon Proficiency (firearm) feats."

So if the AGF is illegal, then why is it specifically caveated in reference to buying a firearm?
 
No, Gunslingers don't get the AGF because they have the grit class feature.

I'm talking about taking AGF for other classes, for instance, if you wanted to create a fighter that uses guns. Hero Lab lists AGF as illegal for Society Play, and I have yet to find anything on the Paizo website saying it's illegal. I'm trying to figure out if there is some reason it's listed as illegal on Hero Lab, but not anywhere else.
