So I can log into the new system fine and my chars from beta are there.

When I go to my account details there are two options in the store. The "new" one says "License owned or in cart" but it's not in my cart and I haven't bought anything yet. Am I supposed to pay somewhere or is it free for now or what!

That's what I guessed, do I need to buy it now though, because it says it expires on July 23rd 2018, does that mean I have it for free until then?
 
That's when your service access expires. Purchasing a HLO license includes 180 days of service access.

Hopefully within the next week, we'll be adding 2 more options to the store to add additional service access days to your account: +180 days and +365 days. See http://forums.wolflair.com/showthread.php?t=60012 where BJ clarifies this.
