Allow Powers for Fixed Power items?

By the name of this House Rule I would think that this gives me the power to alter a set item such as 'Celestial Armor' to give it additional powers. Am I wrong in this or am I missing something?

The fixed nature of items in HL has been one of my biggest annoyances. The rules of PF have no problem with upgrading existing items but as far as I can tell HL has no provision for this other than making a custom item via cloning the item in the editor which is far from user friendly.
 
Actually that rule allows you to modify the Black Blade granted by the Bladebound magus archetype. Sorry for the confusion.

Making a new version of a specific magic armor should be pretty easy. If you wanted a new version of the Celestial armor for example, you can copy it in the editor and make any adjustments to enhancement bonus, and change description or add eval scripts.
