M&M 3rd ed. Affliction question

I'm trying to add Debilitated to an Affliction power, but it's not showing up in the drop-down list for 3rd degree conditions. Is it located somewhere else?
 
You are looking for the second degree condition Disabled. If you are looking for something stronger/longer lasting, go with Transformed as a Third Degree.
