M&M 3rd ed. Affects Others Only (3ed)

I have been having problems with the "Affects Other Only" extra, I think it has been since the last update that it now adds to whatever I am affecting others with.

I mean, I have a power that should give an aura of AWE, but now, if it is turned on, I bust the PL cap. Has anyone noticed the problem or knows how to deal with it?
