M&M 3rd ed. AEed Strength-Based Damage uses base Enhanced Strength.

Basically, this guy apparently has Strength 1 and Enhanced Strength 6 (with a 1 pp feature of some sort for a total of 13 pp). The latter has an AE of Damage 6 (Strength-Based 1, Ranged) and he claims that when he turns the AE on, it includes the 6 points of Enhanced Strength for the strength-based damage. I do not currently have access to the program to verify it on my side, but passing it along.
 
And confirmed to some degree. If Enhanced Strength is checked, the Blast remains available with stacked damage (DC 28). When Enhanced Strength is unchecked, the Blast shows up as DC 22.
