Adjusting Spells per level?

Hi, I'm attempting to make a custom Archetype that reduces spell caster's spell's per level by 1. Within my Editor I have access to the Cleric's "Diminished Spellcasting" from one of their archetypes but I am at a complete loss as to how it works. The only thing I see that is modified on it is that it has a couple of Tag's added. No Eval scripts, nothing.

Any help would be appreciated :)
