Adding classes to monsters

What's the book and page you're working from, for the monster creation guidelines you're using? I'm not familiar with any rules in PF2 for adding class levels like in PF1, or class grafts, like in Starfinder. In all the PF2 bestiaries so far, the monsters that appear to be somewhat like a character class (like there's a duergar and an ifrit that are alchemist-like), just have monster-specific abilities that are close to class abilities, but they do so without adding anything as formal as a class, or spellcasting monsters just add standard NPC spellcasting, and flavor it more like druid or sorcerer or wizard spellcasting.
