Add a magic weapon

So, either I'm clueless or it's completely counter intuitive. How on earth do I add a magic weapon with both a plus and special quality?
 
Add a normal weapon, then when you open the weapon's details you can add runes to it. Be sure to add a potency rune in the Fundamental Runes table, as that gives you the ability to add property runes. Same for armor as well.
