[ab-files] New Necromunda files (v3)

The next couple of files for Necromunda have been uploaded to the
vault. (necrov3.zip)

If you have a gang on paper (that you worked out "the old way")
Please, please put it into Army Builder and make sure it comes out
the same (gang rating, costs etc). If it doesn't, let me know.
I have tried to ensure everything is right, however I am sure there
are some things I missed :-}

Changes:
- Added Ratskins,
- Added Scavvies,
- Added most (if not all) missing descriptions for weapons,
equipment, Wyrd powers etc.
- Fixed quite a few minor problems with the other files.

Known problems:
- Scavvy mutants. If you select the _same_ type of mutation twice,
you are supposed to be charged double for the second mutation (triple
for the third time etc.) There is no way I have been able to find to
do this nicely in Army Builder. So don't take the same mutant more
than once and everything should work :-)

Still to come:
- Redemptionists
- Special Characters
- Different costs for Outlaw Trading Post items (maybe, depending on
whether it's possible).
- Find a way around the Scavy mutant costs problem.

Yeah, I thought of doing it that way, it was just easier (for the moment) to
leave it out :-} As I said in the "to do" list, I'll look at fixing it
later.

I'm trying to get as much of the Necro files done as possible before I start
looking at v2. I've only got a little bit to go...

Alternately, you can define the mutations as having a user-defined extra
cost. This way, users who take the mutation twice will be able to add in
the cost another time and get everything to total out correctly. :-)

There should hopefully be adequate functionality to model this properly in
V2. :-)
