A Feat that Grants Spellcasting

If I wanted a feat or class ability that granted spellcasting as per class (x), say at 1/3, 1/2, or 1/1 with a specific other class you have, how would I go about doing that?
 
You'd have to manipulate the cells of the spellcasting matrix on the selected class. An example of this is the Medium, which has its own spellcasting progression, but gets bumped up when it is hosting the Archmage, for example.
 
As I mentioned, the example would be the Medium's Archmage spirit. It is a Custom Special ability, so you can copy it in the editor to have a look.
