AB3.1 Chapter Banner is Unavailable to Terminators

The Space Marine codex allows for Terminators to take the Sacred Standard, Chapter Banner, and Holy Relics as wargear.

I have not been able to give any of these pieces of wargear to any Space Marine Chapter including Codex Space Marines.

I would like to use it for all Chapters that reference the Codex Space Marine Terminators. Thanks in advance for the assistance.

And have you found where in the rules it allows you to upgrade a Terminator to a Standard Bearer?
