When making a PL10 Character you get a error when the size is Minuscule.

HQs shouldn't be giving this error at all, so I'll suppress it. Thanks for the report!

I tried to make a HQ with a NPC hero and a Hero Lab error came up saying that the hero didn't have enough levels to create a power for the HQ. This happens no matter what level the hero or the HQ power is at.

This happens to me too. As far as I know HQ powers are limited by the campaign PL, but apparently the program also take the pp cost into account, giving error message if the cost is more than PLx2, or sometimes PLx1 in an apparently random way.

From the core rulebook, page 147: "[a power on an HQ] cannot have a total cost greater than twice the campaign’s power level or a rank greater than the power level." However, since NPC heroes calculate their power level later than heroes, HQs and vehicles aren't getting the NPC power level properly, so you'll be getting this error incorrectly. I'll get this fixed.
