Is there a way to set it so that a character can ignore Rank restrictions when selecting powers, at character creation?

Look in the 3rd post in the Common Code Examples thread. Not the third entry, but down on the 3rd post, i think it's the 2nd or 3rd entry there. Does that cover what you need?
