Character Maximum wrong with <2000pts armies

I was incredibly surprised this hasn't been mentioned by anyone yet, but when creating an army of less than 2000pts the maximum allowed characters by Army Builder is 4; While in fact it is only 3, and has always been. For vampire counts at least; I'm not sure if this differs for other armies.

It works correctly for all of my armies, Empire 3, High Elves 3, Dark Elves (old and new) 3, Bretonnia 3, Orcs & Goblins 3.

Must be a VC thing.

a 1999 point vampire counts army for me allows only 3 heroes.....
