So I have the Shadowrun Core and Basic Suite modules.

I'm building a rigger. I decided I wanted long Signal range to stay in contact with my drones, so I add a Signal Upgrade 7 modification to my Fairlight Caliban Commlink.

As the Signal Upgrade 7 has an availability of 20, it's not normally allowed at character creation.

So I take the Restricted Gear quality, which should allow me to buy an item with up to Availability 20 at character creation. However, neither the Signal Upgrade nor the Fairlight Caliban Commlink are offered by Hero Lab in the Restricted Gear dropdown. I tried downgrading to Signal Upgrade 6, and that didn't change anything.

As I'm new to Shadowrun, is there something else in the rules that would prevent the commlink Signal Upgrade 7 from being taken with Restricted Gear, or is this an issue with Hero Lab?

An alternative to that Signal 7 thing, would be to pick up a Renraku Stormcloud drone, and install a Signal Repeater in it.

Cheaper by far, too. Milspec gear like that Signal 7, is bloody expensive.
