Spell in an item: Resource Underspent

I am not sure how to proceed. I have 2 scrolls both show the error: Spell in an item: Resource Underspent. I am not sure how to fix this.

That should only appear if you haven't defined what spell the scroll contains. Click the scroll to open/edit it, and add the spell it contains in the Spells section.
