Making it an implicit validation error is a great idea!
The question then becomes how to handle the zero-count cards outside of deck construction. It probably makes sense to save WITH the zero-count cards to allow for future editing of those cards. Unfortunately, saved decks are used for extensions, and it probably is better to OMIT the zero-count cards when outputting via an extension. The same probably applies for printing (for the same reasons). It does NOT make sense to have different behaviors for these different situations. Consistency is critical. So that means a choice needs to be made that will be less than optimal in one context or another. I have my personal thoughts on this, but I'd be interested in hearing the opinions of others first.
