How to add variable spell at higher level?

I'm new to SF and HL, so sorry if I am missing something obvious.

I want to take Dampen Spell on my Technomancer as a 2nd level spell, but the only option it gives me is to take it at first level. I thought maybe the 2nd level option would open after I took it at first, but it didn't.

Any guidance?
