I'm creating a Minion Template that I can apply to any monster and set their total HP to 10.

I've already added several feats and other stats, but I cannot figure out how to set the total HP to just a static number. Any help would be greatly appreciated.

Have you tried adding a negative value to tBonusHP?

I thought about that, but I believe you'd have to have a different value for each creature, which kind of defeats the point of having a template imo.

If i'm wrong please let me know.

You have the template bootstrap an ability that checks the current HP value vs the static value, and then adjusts actual HP to match via a script.
