So I'm trying to stat up NPCs from SRM04-00 Back in Business

One mage has 3 bound Guardian spirits at force 5. The Mage has Magic 6.

What I don't understand, is that when I create a spirit and set it to force 5, that when I bind it, it goes up to force 6

Did you originally summon that spirit during character creation mode?

If so, it was tagged as a character creation thing, and is therefore subject to the rule that all bound spirits that you buy with BP are at force = magic.

that would be it... I was trying to create NPCs from Shadowrun Missions so I could use the combat tracker with them... and I did indeed summon the spirits in NPC character creation mode.

Seems that NPCs shouldn't have a character creation mode... but I think I get it now.
