Unfortunately there's no real easy way for that to happen. Even with the 40k setup there will still be some overlapping if you download the file and work on it someone else can be doing the same then you both upload it and overwrite one of the person's work.

The only easy way that I see to change things would be that one person is responsible for one army then have some that can do the harder things (like what Robert does).
