I'm trying to create a ring with both an armour and resiliency rune on it, but i have no option to move the runes to the ring, is there a way around this, or another way to create the ring?

There isn't support for custom items. You won't be able to add runes to a ring. You'd have to use the adjustments to add the bonuses that the ring would provide.

There is an adjustment for giving something a custom name if renaming Bracers of Armor works for you.
