A house rules section in configuration with a "no common language" selection. That is a house rule i use all the time. I have 'common' be the native language the PC was born into, they get that for free.

Just the option is all. So far i've been using an added language under personal adjustments to represent that and just ignoring common on the sheet, but that's an extra step.

Go to the Personal tab, Add New, Personal Adjustment, Hide/Remove Language.

They got this working right a release or two back; I had the same issue.
