You can load a copy of the Summoner class in the HL editor, but you can't save or copy it because it is labeled "part of a supplement".

Is there a reason for this discrepancy? Why is the Summoner labeled "part of a supplement" but the Alchemist, Oracle, and Witch are not?

The pieces of Hero Lab that don't come with the base program are locked out from copying in the editor to slow down piracy, so that someone can't easily make copies of everything in a purchased package and distribute that content.

Sometimes, with the complexities of how one book's content modifies the content from another book, it's necessary to remove the protection in certain cases.

Hi. I'm having the same issue of not being able to modify any of the classes out of the Advanced Player's Guide even though I purchased those licenses and can use them in Hero Lab. Is that normal?

Yes it is normal. The only thing you can officially copy is what is in the core rule book.
