So I'm adding the forest gnome but I don't know how to add the cantrip.

I don't know if it's the best way, but I added it as a spell-like ability usable at will. That's basically what a cantrip is.

Take a look at the High Elf subrace. It adds a wizard's cantrip.

For what may be a better way, take a look at the Tiefling's Infernal Legacy racial ability. That adds a cantrip at first level and other spells at higher levels. You can copy that for Forest Gnome and just delete the extra spell Bootstraps.

I recommend a low calm voice, so you do not scare them.

As for adding it to HL I myself cannot, but I do hope you like the humor.
