The power Ventriloquist Prank does not appear, I have attempted to use HL Tools to add it and was given the message box you can use the power in Hero lab now, but it does not show up. I have included the description from the conpendium and the user file I made.

You gleefully project an alarming noise that distracts and hinders your foe.

Encounter Illusion
Minor Action Ranged 5

Target: One creature that isn’t deafened

Effect: Roll a d6 to determine the power’s effect.

1-3: You slide the target up to 2 squares, but not into hindering terrain.

4-6: The target grants combat advantage until the end of your next turn.

None of the racial utility powers seem to be showing up, though some are in the program (when your working in the editor you can find some). Is this an item that needs something to allow it to work?

I updated the power and have reattached it.

Thanks for the bug report about racial utility powers - we'll look into fixing this in a future release.

Some of the racial powers are still not showing up any news as to when this will be fixed, I can find them in program Tools, but they do now show up as choices in the character selection for HL

Workaround:
Using the editor, make a copy of the Pixie race.
Make sure to select Pixie for the 'Count As' race.
Hide 'rPixie'
Bootstrap the ability you created to the newly created pixie race.
