No fell bats for Lahmians

Should there not be fell bats on the army list for Lahmians? They are available for all armies, though they don't appear when making a lahmian army. All models are available for the bloodlines.

Fell Bats are not listed in the available units for the Lahmian army trial list (Warhammer: Vampire Counts, Page 79). Switching the rule set to Lahmian reflects that special alternate list, and so it doesn't have them. If you're just looking to make a regular VC list with a Lahmian vampire you should create a standard rule set army and select the Lahmian bloodline option on the individual vampires you take.

Can you choose a vampire's bloodline and not the armies? I'll give that a go, thanks for that.

Yup In a normal VC army your vampires will default to VonCarstein, but you can switch that with the options on the Blood tab (just above the standard options tab on the right). The alternate rule sets are separate army lists which are customized out along particular themes. They are similar to the basic VC list, but not quite the same in many cases. They can be fun, as most of them have some interesting special rules, but they aren't considered 'official' for tournaments and such.
