I can't be the first person to want this...

Maybe I just don't know where to look.

So a town/thorp/metropolis has the things you can always buy (under a certain dollar value), but then there are the things above that value...

Only certain, random, items...

This online tool is the best I have seen, http://www.wijbrandus.com/, but it hasn't been updated since 2011, and the guy doesn't answer his emails.

Is this a tool in HL somewhere?

Nothing in HL.

I do have a Google Spreadsheet I did a couple years ago. It generates magic items that a town may "Sell" based on some stats. It includes the Ultimate Equipment Guide for items/abilities and being a spreadsheet, can be modified.

It's not the "Prettiest" but gets the job down. I have a few "Shops" set as examples (that I use in my own game) and they are set to auto-generate every Tuesday using Google Scripts. I use the "charts" as "permanent links" inside my Forums and MapTool for updated displays/lists of said shops.

It may not be perfect but feel free to copy/reuse/edit/enhance.
