Missing History Tab

I have two characters in a portfolio. One has a history tab, based on the material of Ultimate Campaign, and the other doesn't - Yet it appears the sources used in settings are the same. What am I doing wrong? I'm sure this is a stupid newbie error, and I will respond with the obligatory 'Doh!'

The sources are not the same. Scroll in the configure hero to "Ultimate Campaign Character Backgrounds". One character has "Don't Use Backgrounds", and the other character has "Unrestricted Traits & Drawbacks".

Thank You for the quick reply. I had thought I checked those sources at least 3 times - Critical fail on perception rolls.
