"Compile Data Files..." grayed out

I reimaged my laptop and reinstalled HL. I have access to some of the items in my .user file, but not all. And "compile data files..." (among other options) under "Develop" is grayed out. How do I change this?

Well I know that option is grayed out when you haven't selected
Develop -> Enable Data File Debugging

Make sure that it is check marked. If it is then I ain't certain why it is grayed out for you.
