Wrath of the Righteous - Unable to Purchase Encounters

What the title says. I'm finally running it and now I can't purchase the encounter pack. It's not listed in the add ons

I don't believe an encounter library was ever put out for Wrath of the Righteous. Also, encounter libraries are not currently supported in HLO—they'll only work in HLC.
