If I wanted to do an alternative d20 template that entirely replaced the way spells were obtained and used, for a world-specific campaign, how difficult would that be with the tools available now?

And will there be tools that would make that job easier?

An example would be a system that perhaps uses the same spells, but instead of awarding them by level gives mages a pool of "magic points" from which to buy their spells.

Currently this isn't possible. We're going to add some of the mechanisms
from Unearthed Arcana, including spell points etc, so at that point you
wouldn't need to add it yourself.

If you did want to add a totally different mechanic for spells, that's
something that probably wouldn't be possible until we fully release the
authoring kit sometime next year. Although, depending on what you wanted
to do, you could probably hack something in by using a charge to keep
count of how many spells the class had or was allowed... it wouldn't be
very pretty, but it would work.
