Can't add IG Stormtroopers

Just purchased AB3.1 for faster calculations of my IG Army (insanity on paper/calculator). I noticed that if I select any Doctrines the option to add Stormtroopers goes away. Is this a bug in the data file or am I missing some rule in IG doctrines that precludes me from taking Stormtroopers? Hopefully you experts can tell me...

I see "Troops - stormtroopers" on the list of units you can spend a doctrine on to add back in to your list. Remember that they're one of the units you have to buy back if you use doctrines.

As mgehl has stated, if you use doctrines you must buy back any restricted troops choices which includes Stormtroopers.
