If you're talking about the community pack the instructions are on the top sticky post in this forum. Click Here.

If you've done that, you might want to make sure you have the sources enabled, you can do this when you first start Hero Lab and choose 5e or on any character you can hit Ctrl+K or choose Configure Hero from the Character menu.
