If you open up the details window of a item and go to the Edit and Configure tab, at the top in the Manage & Customize box there's a checkbox for "Show Relic Tables". That will display those tables further down, allowing the addition of an aspect and gifts. This option isn't available on all gear, such as consumables, but is on most.
A bug also seems to have cropped up with the tables in some cases, but I'm looking into it.
