It might be something to do with the migration to HL Online.
Within the Hero Lab (Classic) program.
Click on the License menu.
Then the bottom option, which is: Purchase Data Package.
It wanted me to associate my Hero Lab Classic account with the HL Online account.
Once that was done, I can view all the available packages.
You should be able to buy whatever you'd like from there.
