HL's view is:
since
1- Racial limits are still in play after character creation
and
2- There is no rule saying you can exceed those limits in either direction
thus
Burning Edge isn't allowed to decrease score below racial limit.

I do seem to have read that a Prime villain can burn all remaining edge to come back, but then NPCs are different
