Claws are unarmed attacks, which are explicitly not "weapons" (CRB 278). This is one of those odd rules points that comes up a lot, but feats and things specify weapons and unarmed attacks as distinct entities. Barbarian rage for instance says you gain bonus damage on "melee Strikes" which is halved if "your weapon or unarmed attack is agile". Thief Racket though just specifies "weapons", not "weapons and unarmed attacks with the finesse trait", so we've gone with RAW here.
