It's referring to a tab in Desktop Hero Lab. When you take Urban Bloodrager it adds extra adjustments so you can set the mix of Str/Dex/Con. Those extra adjustments don't appear to be there in HLO, but you can use Temporary Adjustments to add Dex or Con and lower Str.
I recommend you write up a bug report that the extra settings are missing.
